The sun king


There's hardly a more useless phrase than "win-win," especially when we're talking about multimillion-dollar transactions. How often does neither party gain or lose the advantage? But I'll admit that I'm having a hard time finding the loser in CPS Energy's mega solar-power announcement this week.

The City-owned utility on Wednesday said OCI Solar Power, a subsidiary of South Korea-based OCI Company Ltd., will lead a consortium to build the largest solar project in the U.S. here. It'll include power plants and facilities to manufacture photovoltaic panels, new solar farms in and around San Antonio, and the delivery of 400 megawatts of emissions-free electricity under a 25-year purchase agreement.
