Last July, when Hurricane Alex washed ashore in Tamaulipas, pounding rainbands quickly swelled the Rio Grande. It crested its banks and sucked shipping containers downstream, where they collided with transborder bridges, most of which had to be closed. During the emergency response, a flood was diverted from Laredo to Eagle Pass. And the latter city hopes the deluge continues.
