Developers and homeowners started trying to derail City South, the “balanced growth” plan for the slow-growth South Side, almost as soon as then-Mayor Ed Garza doodled its boundaries on a napkin. Among other threats, it’s facing a potentially lethal lawsuit filed by attorney David Earl on behalf of small-scale property owners near Toyota’s pick-up plant who say the zoning rules on which the plan relies are too onerous and drag down their property values.
