With its fresh permission slip from the Fourth Court of Appeals, the City may soon be free to build one of the final projects from the 2007 bond program – a stormwater drainage system that will dogleg through the Broadway-Hildebrand intersection, under Miraflores Park, and empty into the San Antonio River just below a field of springs that is its headwaters.
